Just been through this with VOSA for my Italian Job (built '92, reg'd '94). Basically, if their computer has a specific record for the car, it will need a Cat for the test, as the emissions are tighter. If there's no specific record, then it gets the non-cat test of 3.5% CO2 and 1200ppm hydrocarbons.
Your best bet is to ring VOSA yourself with the Chassis Number of the car, and they can check the computer without you having to take it to an MOT station. The person I spoke to was pretty on-the-ball and realised why I would be confused - she was very helpful, although wouldn't put the result in writing for me to show to any confused MOT testers.
Mine is not on the computer, so I've put a Maniflow Cat replacement pipe in as a first stage. In theory you should have the same luck, but I couldn't guarantee it.
Cheers, Sparkey.
